A: You could use this, or almost any ball head, on almost all monopods. Nevertheless, it would be overkill since the freedom of movement on a monopod is instantaneous and wide ranging, so you don't need the rotational lock for sure. You might also do without the full range of movement that a ball head affords and just use a simple Manfrotto head with one pivot movement. The money you'd save could go to better use.
