A: Unfortunately, we do not have enough information to assist you via this forum. The best I can state is if the camera's hot shoe is working properly, I would recommend trying the adapters with a different flash to see if the adapters fire with a different flash. If so, the issue may be the sync terminal of your power pack or the PC sync cable you are using. At this point, you have only eliminated the hot shoe as properly working, but have not identified if the adapter, sync cable, or sync terminal on your pack is the issue. All other variables have to be eliminated to find the issue. The above test would verify if the adapters are working. Switching a PC cable with a known working flash would indicate if the PC sync cable you are using is working. If the adapters and PC cables are all working with other items, then the issue may be the sync terminal on your power pack, which would need to be sent to Norman or a repair center for inspection/repair. If it is your sync terminal, then purchasing a wireless radio remote system would not work as they still utilize the power pack's sync terminal to connect the radio receiver/transceiver to the power pack. I would recommend to use the items you currently have to confirm or eliminate the issue. As you state the hot shoe on the camera is working, it does not seem to be a camera issue.

A: You won't need a voltage converter for this flash. That is typically used for much older flashes and strobes from the film era.
