A: Yes it can... but based on the choice of DSLR you seem like a beginner photographer. This lens might be a bit of a stretch- I would also consider lenses like the New DX 10-20. Obviously, if you have a few years experience with a Nikon DSLR and want to continue with photography and upgrade to full frame at some point or another down the road, then this might be a wise investment. But given the entry level which you seem to be at based on your camera body, this might be a bit of a overly-hasty investment. Also, on a cropped body, it won't be as wide a lens, defeating part of the reason to own it. It will be equivalent to a 12-23, so you will not be receiving the extra width of the lens compared to a 10-20. Furthermore, at 8mm, this lens is a circular fisheye on full frame, but will provide a sort of odd oval shaped frame on your ASP-C sensor.
