That means none of the frequencies are cut/boosted. Most high quality headphones for entertainment purposes have boosts and cuts throughout. Bass boosts are pretty common these days. Flat tuning is desirable if you are in the studio. Mixing engineers need to hear the audio like this. Imagine if you are mixing a song, and your headphones had a bass boost. The final product would only sound right on the headphones you used. It is likely that the bass frequencies would be too quiet when listening with other headphones or speakers that don't have the same level of bass boosted. Flat frequency is like the baseline or foundation. The sound is neutralized. Is this what you are looking for.? Look elsewhere if you are looking for headphones that add a bit of color to the audio.
