A: Short answer, yes. That's pretty much how I use mine - the rail is profiled like an Arca plate so goes on the tripod mount then the camera L-plate mounts on the end of the rail. Depending on your lens, I'd consider a longer rail than this one. I ummmed and aaaahed about this and a 200mm rail and should have got the longer one. When I align my lens nodal point with the tripod, this rail only sits about 3/4 of the way through the Arca bracket on the tripod. It's very dependent on lens, of course, so worth checking where the nodal point on your lens is first prior to buying.
