A: Not if you use it as a portrait lens, or on a tripod, or anything where you're using a large aperture and a fast shutter to blur the background. It would make a difference handheld in dim lighting, with shutter speeds less than about 1/25, i.e. indoors with no flash.

A: Its a heavy lens, it is not well balanced either, most of the weight is away from the camera. It does not have a collar. Im not sure how mini of a tripod youre referring, but in general, Id say using this lens with anything less than a substantial tripod and head would be a bad idea.
