A: Not sure. The 13 x32 cm case I bought was for a NIKKOR 200-500. It fits a little snugly, but works ok with the lens hood reversed and on the lens. The specs for the 80-400 indicate that it is shorter and more slender, so a 13 x 32 cm case may be too big.

A: I purchased this lens case for my Tamron 150 to 600mm super zoom lens. That lens fits perfectly into the case which is very well made, well padded, and secure. If the lens you are purchasing (or already own) is a bit shorter than the Tamron lens, you might consider adding some rubber pads at the bottom of the case to hold the 80 to 200mm lens firmly. I'm sorry, but I do not know the dimensions of my Tamron lens off the top of my head.
