A: The bottom rubber piece adjusts the tension in the leveler. The metal ring on the top of the center plate will allow you the adjust the column height.

A: It is carbon fiber. Maybe parts of it are aluminum. I have the monopod version too and that one is aluminum. I have nothing but success with this tripod. Super light, sturdy, and easy to use.

Including video stuff. (if I need a static shot). If you have the extra dollars to fork out for it I would not hesitate on buying it.
