Teleconverters are designed to multiply the focal length of the lens to increase the lens' reach, whereas extension tubes are designed for macro photography to allow you to focus closer than the lens' designed minimum focus distance, increasing magnification, but eliminating the ability to focus at infinity. Extension tubes and teleconverters are not often used together, and I have not seen them tested together.
