A: The foam cut out depth is less than 2 inches, so that should work depending on the thickness of the belt pack transmitter/receiver.

Q: 2. Does the plate have a bent ridge on the top and bottom to keep the plate ridgid? Or is it completely flat?

A: Thee is a small bent ridge.

A: There is a little catch when the shelf is pushed all the way in, offering some resistance. One would have to tug at it with just a bit of force to get it to come out. Officially however, there is no lock.

A: Yes it should, this case works with Flat Screen Monitors up to 22 inches. A 21.5 Inch monitor should fit in it fine.

A: It is most certainly a misprint since the actual packaged/shipping weight is 23 lbs. Unfortunately Gator doesn't publish the actual weight. Judging by the weight of other similar 3U drawers, it should be around 17-20 lbs +/-
