A: As mentioned by Ronald, the atmosphere is a factor, particularly when the moon is near the horizon when the air is moist. Also, remember that the moon is a moving object and should not be shot at speeds below 1/125. The old rule of thumb is 1/125 at f/8 with ISO 100.
