A: If you are using a lighting control board, you can connect one transmitter to the output and one receiver to the first light in your chain. Then, you can daisy chain the remaining lights together. So, one receiver and one transmitter should be enough, unless you are using all your lights far away from each other and don't want to have any cables. In that case, each light would need both a receiver (to get the signal from the previous unit) and a transmitter (to send it to the next unit in the sequence).

A: No, the power supply is not included. It comes with a D-tap cord and than from that you can get accessories to use batteries or an AC adapter.
