A: It is both. The mount flange and part of the front tube are metal. The rest seems to be plastic. That is really not relevant. The plastic parts serve to reduce the weight, not the quality. This is a very fine lens, plastic or not. Weight is not the same as quality! A more useful question is what the optics are made of. Answer: seriously high grade glass.
