A: No, panning is always possible. If you engage the lock, the monopod will no longer swivel sideways, but it will still pan, which in my opinion is a good thing. I've used this monopod with small mirrorless stills cameras up to large RED DSMC setups. It's one of my favorite monopods - super sturdy and the locking foot is an excellent added bonus for both stability and making camera moves. But I would NEVER leave a camera unattended. Expertly balanced and with a small camera body, yes, it can stand on its own in a still room on an even surface, but just as other responders have said - even the gentlest of breezes, or really even a sneeze, could prove disastrous.
