A: No, I would not recommend using the amaran 300c RGB LED Monolight (Gray), BH #AM300C and Aputure Lantern 90 (3'), BH #APAMOLANTERN on the Kupo Steel Baby Boom, BH #KUKG601612. The load capacity of the Baby Boom is 11lbs.

A: I've personally used it to arm out a Kino Diva 401 with a 15lb sandbag on the back. As long as it's rigged correctly at the knuckle, I'd say the 11lb weight limit is an engineers rating. That being said, a weak point is definitely swivel counterweight hook on the back. I've not taken it apart to see how it's attached, but it can't be very secure as it swivels to prevent weights from falling off. However the real weak point is the operator. Putting 1lb out at full extension can still severely hurt someone if it's not rigged correctly, regardless of the brand of boom. Always use common sense over manufacturers recommendations.
