A: If your use is to use this for an EVF or on-camera monitor which uses SDI, this will work.

A: This scaler will not provide a solution to a delayed switch unfortunately. This is just for scaling one resolution to another. It sounds like you will need a seamless switcher with no delay when switching between HDMI inputs.
