While the type of camera and lens are different than your equipment, my guess is that the similarities address your question.

A: These bags are giving the actual dimension of the bag, i.e. if you could lay it flat and measure the material from top to bottom (string NOT drawn). Thus, you are correct, you will lose some height when it is cinched.
