A: I'm afraid not. This adapter goes in the opposite direction, it allows a Tripod with a 100mm bowl to accept 75mm heads. There is no adapter that allows a 100mm head to work on a 75mm bowl.

A: It certainly appears to me that the Manfrotto 536 tripod legs come with an 100/75mm adapter already. But the Manfrotto 319 should slip easily into any 100mm bowl on a tripod. I use two in my operation on 100mm bowl tripod. I never screw them down. They are secured by tightening the tripod head. A warning here, sometimes tripods have short tightening bolts which don't reach when an adapter is in place. Otherwise, you're fine.
