Technically you can use any amount of stops you want and likely achieve a similar result, but you will need to adjust your ISO, aperture, and/or shutter speed/bulb exposure times to compensate for the light loss. The ND64 QuartzLine ND and CP combo is great because it allows you to the option of not stacking a simple ND and CPL, thereby shooting through two pieces of glass instead of three. This is better for image clarity and lowers the chance of reflection/refraction issues between filters and glare.
