In regards to the second part of your question, because the adapter possess a helicoid which alters effective focal length (stretching of shrinking of flange focal distance), the technical answer is that the effective aperture changes based on the focal length used at the time. However, this does not affect the exposure in any truly meaningful way. For all intents and purposes, it stays "a true f/2.8".
