A: Yes. The rear handle folds down flush with the frame and the front handle folds down on top of the rear handle - covering 90% of the length. I use it sometimes as a dolly myself for when I'm too lazy to extend the handles upward. A great cart and rolls very smoothly. Great service from B&H as well.
