A: I think it would be tight but it would work. The 70-200 hood can be reversed and lens placed vertically. The 5D4 with 24-70 and hood reversed should be able to be placed vertically, too. Not much else can be placed in the bag accept a few accessories on the outside pocket. Note that the strap pad isn’t padded enough in my opinion.

A: Some 15" diagonal laptop have a smaller footprint than other laptops. Unfortunately your laptop is too big.
