A: If the concrete is smooth these are rubber wheels. However using this outside in the elements will lead to more wear and tear, especially if the concrete is not a smooth surface.

The Canon optics are incredibly sharp and high contrast, unlike standard binoculars with porro prisms when compared side-by-side.
