A: Yes. But you will lose most of the features you would expect to have. On windows, expect it to work like a basic mouse. Depending on software and drivers you might get lucky and get some touch scrolling, but do not expect it to work like it will on a Mac. (Also, it's really not worth it. I used it with a PC after my Mac died, but quickly switched. There's just so many better, more comfortable, and functional mice available for PC's, which cost less.)

A: Do you see the light on the bottom of the mouse. If no, it could be the battery is dead or put in wrong. If you do see the light and it is still not working it could be the USB dongle is not connected or the mouse is not close enough.

A: The Apple Magic Mouse (White), B&H # APMGMS, can work on most surfaces without a mouse pad but a mouse pad is going to give you a better experience since it will be smoother and give you more accuracy. Ultimately, it will come down to your specific desk and surface. It will not do well with printed patterns or uneven surfaces.
